There is an easy way and a hard way. Hard Way: Declare war on that planet. Get a powerful ship (Jem'Hadar Battleship [available only in Blender system] is recomended). Destroy all planet's space stations, then all it's ships. Once it's strength is below zero, go away and people will evacuate it, eventually cuasing the planet to go uninhabited. Now take over the planet.
Easy Way: Hit F8 while in the system you want. A dialogue box should appear. Type in urmine. Click the button on the box. Go to another planet. Come back. Presto! The planet is yours, with space stations included. If your prestige is below 100%, before you type the cheat, hit F8 and type imgood to bring your prestige up to 100%. Then take the planet.
