This is a very arbitrary question, as it depends on the size/capabilities of said station. The ISS can carry a crew of seven at a given time. However, a station COULD be constructed to carry a crew of indefinite size.

NO getting the equipment into space would cost much more than just launching them from earth. First you have to get it up to the space station then you have launch it.....what kinda question is this?

The layout inside the space station is arranged much like a room on Earth -- there's a floor, ceiling and racks of equipment form walls. So, the ceiling is "up." Visit the related video linked to below.

It depends on what you are testing - a battery tester doesn't cost that much, however the test suite to make sure the International Space Station is working is beyond the GDP of some countries.
