In Earth orbit, the two boxes wil not weigh anything because the space station and its contents are in free fall (NOT because there is no gravity).
This means you can not use the weight of the contents to discriminate between the boxes. However the mass of the contents is still the same and a property of mass is inertia(the energy required to get the box to move and to stop it once it is moving).
Thus the contents can be discerned by placing the boxes side in the air of the cabin and giving them a gentle push. The one filled with feathers will move faster than the one filled with sand for the same effort of push.
DO NOT open the boxes because if you do sand and feathers will get out and start floating round inside the cabin.
