I believe it is the only place where the IDL shifts in that way. That means that the "older" day lingers in that part of the world a little longer than in other places, and when the sun rises there, it is the last place where any old day ends and new day dawns.
There is no international body that determines what shifts are acceptable; affected nations are free to move the date line in a way that makes sense for them. Dealing with an offset of a few hours is problem enough for countries like Russia, the US and China, but having a nation literally divided by datewould be unworkable.
