Quick and Dirty: The US. Read on for an explanation.
Any "date and time" you want to name is actually a situation that flows around the earth, so we have to decide on what we'll call the beginning and end of a day.
The International Date Line is a convenient and widely accepted benchmark. The IDL has several bends in it.
I believe the answer is the US. The Alutian Islands, the archipelago that extends westward from the state of Alaska, makes necessary a slight shift of the IDL to the west. I believe it is the only place where the IDL shifts in that way. That means that the "older" day lingers in that part of the world a little longer than in other places, and when the sun rises there, it is the last place where any old day ends and new day dawns.
There is no international body that determines what shifts are acceptable; affected nations are free to move the date line in a way that makes sense for them. Dealing with an offset of a few hours is problem enough for countries like Russia, the US and China, but having a nation literally divided by datewould be unworkable.
Japan is often referred to as the "Land of the Rising Sun." This nickname comes from the Japanese word "Nihon" or "Nippon," which means "origin of the sun." The country is also known as the Land of the Rising Sun due to its location to the east of Asia, where the sun appears to rise first.
