When you throw that much money at an engineering problem, its not that hard to build a big rocket and an airtight can to send three people in to the moon. Getting there is the hard part. Building the things is pretty hard, too, namely the engines.

There were stories of the times when they tested the engines, windows were broken 30 miles away over the horizon and the ground shook. People witnessing the launches could attest to the loudness. If you could build such a thing that could be that loud and make the ground shake, then why not go a step further and make a rocket engine in earnest. There were at least 14 of these flying fuel tanks made, one of them is in Washington DC. on display. You don't build 14 pieces of steel and aluminum that big and sturdy - go all that way, only to not use them to your advantage.
