Unfortunately, the communication between the crew and mission control was not the best and the "A" was not heard by the world when he said it. Armstrong said in his biography that he definitely said the "A" and that the line makes no sense without the "A". It is also worth noting that Armstrong received thousands of suggestions on what his first words should be from people all over the world before the Apollo 11 mission. He did an excellent job coming up with just the right ones all by himself.
