If you consider answers like "That cannot be determined", "That is unknown", "The question is meaningless, nonsensical, illogical... and therefore doesn't have an answer" to be legitimate answers, then there is an answer for every question. It's not clear to me whether there is a question for every answer. It may depend how you define the word 'answer'. If answers by definition are responses to questions, then there is a question for every answer. But can every possible thing that can be imagined be the answer to a question? I do not know. There could be infinitely many of each, but there are different kinds of infinity. There are more questions than answers because not all questions that have been asked were answered, thus, questions are the majority.
I've always used the term to mean a question that was difficult to answer. And some people I have found, ask curly questions on purpose to see whether you are able to provide answers.
