If you define the "visible universe" as objects emitting light or electromagnetic radiation that can be seen or visualized from earth, then plasma makes up essentially all of it.

In our solar system, the sun which is more massive than all the planets is made up almost entirely of plasma. Of course, the planets with perhaps the exception of the gas giants are made up of normal matter. But, they are just a tiny drop in the universe. We are unable to see planets in any of the other billions of solar systems. A few planets have been postulated, but are essentially invisible from earth.

Even if we assumed every star had planets like our sun, the mass of these planets would be negligible.

If you include all the blackness of space, then it is probably mostly void of matter, although the matter that is there would still be ions and plasma.
