Briefly, the matter of the universe exists in four forms, solid, liquid,gas and plasma.

Plasma a form of matter consisting of charged and uncharged matter in combination. plasma is macroscopically uncharged but microscopically charged.

neon lights are an example of plasma matter in operation. it is likely that most of the matter in the universe is in plasma form. The implication is that electrical effects are the dominating effects in the universe. The operation of galaxies are likely the operation of giant motors and generators.

Newton's view of the universe did not include electrical effects to a significant extent. The Plasma theory of the universe would put electrical effects as dominating, both microscopically and macroscopically. Plasma theory includes quantum effects which are essentially electrical , h = zQ2.
