It works at its peak performance when the plane of the solar panel is perpendicular to the Sun's rays. This varies, depending on the time of day, the season, and your lattitude. To avoid moving it around all the time, place it so that it gets the highest amount of sunlight on average - place it so that it is approximately perpendicular to the sunlight at noon, during the equinox (21/March or 23 September). For example, if you live at a lattitude of 50 degrees north, make the solar panel (or rather, the perpendicular to the main plane) point 50 degrees down from the zenith (or 90 - 50 = 40 degrees up from the horizon), towards the south.
