Actually, for the most part, Venus is closest to Earth. If they are on opposite sides of the Sun from each other (Earth and Venus) and Earth and Mars are on the same side, then yes, Mars is closer. However, the orbit of Earth is closer to the orbit of Venus than that of Mars.
