Solar energy is relatively expensive because of the investment required for start-up costs, which has led to government incentives that make solar power more appealing to developers and utility companies. These in turn draw funding and incentives away from other technologies that have more immediate environmental impacts, such as clean coal technology and recycling awareness programs. The construction of a solar farm may mean that a community must forgo a new recycling center, water treatment plant, or other environmental program.
