A reusable craft for transporting people and supplies to and from space could be a space shuttle. Space shuttles are designed to launch like a rocket and land like an airplane, making them suitable for multiple uses. They have the capacity to carry both crew members and cargo to destinations in space and return safely back to Earth for future missions.

Can it land in the ocean... well, yes, but not without probably killing all the occupants and breaking up. It's designed to land on a (very long) landing strip and not on water. There's talk that the space shuttle replacement may be designed to land on water.
No, the space shuttle was not designed to land on the moon. It was designed for missions in low Earth orbit and did not have the capability for a lunar landing. The Apollo program used specialized spacecraft to land on the moon.

the Saturn V rocket carried the Apollo space craft and lunar lander into space the spacecraft itself was like a command center the lunar lander was the actual craft to land on the moon.

The space shuttle lands like an aircraft because it is the safest and simplest way, currently, to land a reusable craft.
