The Hubble constant is a reading we get when we measure the spectrum of a star and have to shift it to set it right with the elements we see in the colors it is emitting. All elements have a colored line (H) or lines (all other elements) that are particular to it alone. The color shift is caused by the speed the star traveling. Some approaching stars are shifted to the blue or higher spectrum. Most are shifted red. Moving away from us. Just like a train whistle sounds as the train approaches and it gets lower in frequency as it passes and goes away from us.
