Places with little light pollution are the best to view stars from. High altitude also helps as there is less interference from the atmosphere. Often deserts (e.g. Sahara) are good to view stars from.
Stars are visible at night because the Sun has set, creating a dark sky that allows the stars' light to be visible. When it is dark enough, our eyes can adjust to the lower light levels and perceive the light emitted by distant stars in the night sky.
Matariki is the same as the Pleiades star cluster. Note that it isn't really 7 stars; the Pleiades include hundreds of stars; with the naked eye, you may be able to see 6, or 9, depending on how good the viewing conditions (and your eyesight) are.
