Yes a rocket usually has 2 or more stages, to take off, a lot of fuel is required, after reaching the required orbit, carryin so much extra fuel would be a burden so before the rocket settles in the orbit, 1 or more stages maybe removed
by water being placed into the bottle and then, when you launch your rocket, the rocket will spin (if it has at least 2 fins) and the water will spurt out and make the rocket go higher in the air. (Tip:the more it spins,the higher it will fly)
It made it possible to fly greater distances with a rocket. Also it could be 2 different types of rocket like a more pushy one for blastoff, then a more compressed longer lasting cursing rocket. This was because it was more efficient that way.
