The U.S. didn't do anything before Pearl Harbor because there were many people in the media and other "liberals" who wanted to keep the country out of what was perceived as a war in Europe. Japan assured everyone that they had no intention of invading anyone, even though they had already taken over many islands of the Pacific. It was certainly a case of a naive foreign policy. The military had been allowed to atropy following WW1, but there really wasn't much of a belief that anything was about to happen at Pearl Harbor until the bombs started falling. Don't be too critical of the leadership of that era, since we are still doing the same thing today. Through the 90's, the U.S. military was seriously reduced in size and strength.
