There is no "star of the east". Everything "rises" in the east and sets in the west. As the Earth follows its path around the Sun, once per year and spins once per day, the stars appear to rise 4 minutes earlier each day, so there is no particular star that always appears in the east, or which always rises in the east at a specific time.
