By Newton's law,every two or more bodies have a force acting between them proportional to their masses and inversely proportional to the distance between them.When earth is considered one object and any other object(eg.ball,stone etc.) as the other. There two objects are bodies with finite masses and finite distances between them,they exert a force.But these bodies are neutral in charge and so they always attract each other.Had these bodies been like charged they would repel each other.As the above stated Newton's law is NOT for CHARGED bodies.Thus the body is attracted towards earth. Thus a ball thrown up falls down since the force of attraction between the ball and earth brings it down. And thus gravity exists on earth.
