The stars are "fixed" in their positions in space. (Well, they actually do move - but because of the vast distances, they don't appear to move appreciably over the course of a human lifetime.) The time of "local apparent noon", compared to your watch, will give you your longitude; the elevation above the horizon makes the math easy to calculate your latitude.
