"Time warps" are not [yet] possible in the science-fiction sense of either moving freely from one time to another, or traveling huge interstellar distances in moments. But it has been established with cesium clocks that Einstein's concepts of time effects with acceleration are accurate. Also, when astronomers observe distant stars and galaxies, they are in fact observing the very remote distant past. Some theorists believe that we have, in principle, the physics to develop technology of some "time warping", but the energies involved are unimaginable, and other engineering limits prevent advances at this time.
