The answer to this question depends on when it is asked, and can be any of Venus, Earth or Mars.

Mercury is the closest planet to the Sun. Hence its nearest neighbour, in terms of the planets' solar orbits, is Venus (the second planet from the Sun).

Depending on their relative positions on their orbit, however, Venus is not necessarily the closest planet to Mercury.

For example, presently (7 January 2009) the two are fairly close - approximately 64 million kilometres. However, one year from now Venus and Mercury will be on opposite sides of the Sun, about 156 million kilometres apart. Earth, at just over a hundred million, will be much closer to Mercury.

In the same manner, it is also possible (although rarer) for Mars to be closer to Mercury than either Earth or Venus, as will be the case from 21 October-16 November 2010.
