Distant things appear bluish because of the atmosphere. This is particularly noticeable with things that are large enough for you to actually see from miles away, like hills or mountains.

Since "Blue Hills/Mountains" is a pretty common term, I don't know which specific ones you're referring to. It's also possible they're called that because the stone they're made of is bluish in color.
