No it does not. A dark cloud, (or maybe a few) doesn't ever automatically mean a thunderstorm is coming. (plus it usually rains a little first) A dark cloud may be caused by the angle of light or the background contrast of the sky behind the cloud(s)

The best UPPER LEVEL support for this type of cloud to form in is sunny skies and DECENT humidity values in the Midlevels of the atmosphere.
