About every 28 years or so, the month of February will pass without a full moon. If this happens, there will be "blue moons" (two full moons in the same month) in January and in March.
Since the lunar cycle takes 29.5 days and every other month is 30 or 31 days, there will always be at least one full moon in any month except February. And February is the only month that can NEVER have a "blue moon"!
We don't have the answer, but we can tell you this: Since the moon repeats all of its phases
every 29.53 days, every month except February musthave a full moon in the month. February
would be the only month that could possibly pass without a full moon, and then it could only
happen if the moon was full on January 30 or January 31 ... no other possibilities. So we're
convinced that a February without a full moon is quite rare. And no other month can do it.
Usually one, sometimes none. A complete moon cycle is 29.5 days; February has 28 or 29 days.

No. The full moon to full moon cycle is 29.5 days, and February has only 28 days. (Even in leap year, it only has 29.)
So there will never be a "blue moon" in February.
Because it is the only month with 28 days. The Moon's synodic period (cycle from one phase to the next same phase) is about 29.53 days, so, the entire month could miss a full Moon.
