The only planet known to have liquid surface water is Earth, but probably all planets have at least some water. Water is made of two of the three most common elements in the universe, so it's not an exotic compound. Mars has frozen water in its polar caps (and may have had liquid surface water at one time). A number of moons orbiting Jupiter and Saturn have frozen water on their surface and possibly liquid water below that.
For the purpose of this answer, I am going to assume that by water you mean H2O in its solid, liquid, or gaseous form. If you include anything in a planetary system (such as moons and rings) it is extremely likely that all the planets have water in at least some very small amounts. Obviously, Earth has water. Mars has frozen ice on its poles. Even Mercury has water in deep craters and possibly has a core with H2O. Venus is too hot to have liquid water, but water vapor is present in its atmosphere. That's it for the inner planets. Now is where things get tricky. The outer gaseous planets at most likely to have H2O in any measurable amounts on their moons or as ice on rings. The actual planets probably do not have water or ice on them.
Neptune has the most water on it because the entire planet is larger than Earth and completely covered with water.
