The answer is unknown. However, the earliest mention of kite flying is found in China around 500bc in a story about Mo Ti who built a kite shaped like a dove to lift himself into the air; it crash landed! Some traditions have Archytas from Greece as the inventor in 400bc. The next mention is Han Hsin in China around 200bc who used a kite to measure the distance to the castle he was trying to conquer. As the first mention in text is 500BC and the kites had avanced to the level of carrying people it seems probable that the invention was much earlier.
