It was a team effort. The BBC's head of drama Sydney Newman is often credited with creating the show, but in fact it was Head of Serials Donald Wilson who first commissioned the creation of a Science Fiction series (which Newman kicked into high gear). And a writer named CE Webber wrote the first treatment. Producer Verity Lambert and Anthony Coburn - writer of the first episodes to be broadcast - also played major roles in its creation.
