Your question is most ambiquous. The only "patches" on the Apollo 8 spacecraft itself was an American flag. The only patch I'm aware of on Apollo 8 or any other manned missions that actually flew into space are the mission patches worn on the left side of the chest on the astronaut's suits. Like every other mission, that particular patch was designed by the crew members themselves. The mission commander had final say in the design, which was then submitted to NASA headquarters for final review and approval.
