Galileo was the first scientist to see the features of the moon. He did this in 1609 by using an early version of the telescope. Galileo was able to make out some of the pits and mountains on the moon.
Neil Armstrong was the first person to set foot on the moon on July 20, 1969, during the Apollo 11 mission. He saw the lunar landscape, conducted scientific experiments, and famously uttered the words "That's one small step for man, one giant leap for mankind."
Its not known, but long time back when there was first person, the person must have seen the moon undeniably. Hence seeing as it could had been a few thousand years B.C. but it depends on how far back you would consider a human a human. Additionally there would be no way of ever telling without a time machine because the first one to write it would not necessarily had been the first to see it and see it in said country.
A person can see the Moon from Earth because the Moon reflects sunlight, which makes it visible to us. When the Sun's light hits the Moon's surface, it bounces off and travels to Earth, allowing us to see the Moon in the night sky.
