That really depends on your point of view.
The purpose of the "great space race" was . . .
-- be the first nation to develop the enormous thrust required to lift a nuclear warhead
into a ballistic trajectory large enough to carry it halfway around the world;
-- be the first nation to develop the precision navigation/guidance required to plant the
warhead squarely in the middle your enemy's capital city, or any other city you choose;
-- dress the project of development and test in clothing that wins the popular and financial
support of your population, and makes it possible to display the results publicly.
The United States reached those goals first, before the only other serious contender ... the USSR ... did.
Now, in 2012, the US has no manned launch capability, and is renting space on Russian
launches to deliver American astronauts and supplies to the International Space Station.
Whether there was a 'winner', and who it was, is a matter of individual opinion,

The space race was predominatly "fought" between Soviet Russia and the Cosponauts, and the United States with their Astronuats. Science, aerospace technology and rocket science research and experimentation was being heavily advanced and each country was trying to be the first into space. Eventually the United States won the space race with their aerospace science team (NASA) and the first people to set foot on the moon were U.S. Astronauts Neil Armstrong and Buzz Aldrin.
