On top of that, once it is on the international space station, you have to factor in the new weight of the space station (whose orbit slows down slightly on a constant basis). The space station must adjust it's orbit periodically, requiring even more money to propel every gram of it to keep from slowing down to the point of plummeting back to where it started.
