Well honey, the Moon appears brighter sometimes because it reflects more sunlight towards the Earth. It all depends on its position in relation to the Earth and the amount of sunlight it's catching – it's as simple as that. Nothing mysterious or magical about it, just the good ol' laws of physics doing their thing.
it isn't the sun is 450000 times brighter than the moon! no..
With the moon. The sun is actually bouncing light off of the moon to get to the earth, that's why the moon tends to look like it "glows". So with that light, the night would be brighter with the moon
The moon appears brighter at night than during the daytime because the level of outdoor illuminance is less than that of the moon.
Neither the sun nor the moon are planets. The sun is brighter than the moon by far. The sun emits its own light. The moon only reflects light from the sun.
because theres a time when the moon is closer to the earth called perigee

From our perspective, it is not brighter. It is mostly the far side of the moon that is lit up, and it is bright there, but we cannot see it.

Stars and Moon are always there; only that sometimes, in the daytime, they are outshone by the Sun. However, the Moon, and some of the brighter planets (especially Venus), are visible even at noon (if you know exactly where to look).
No. The new moon is completely dark.

Moon in the sky.
Its the same
Stars appear brighter when seen from the Moon because there is no atmosphere on the Moon to scatter or absorb light. This allows starlight to pass through to our eyes without interference, making them appear brighter compared to when seen from Earth.
