Because the clouds cover it. Basically, the cloud cover can be dense enough so that the clouds scatter all or most of the light from the sun. The scatter of light is why you still experience day time on a cloudy day; the clouds do not absorb every bit of light from the sun.
It is not 'called' anything. The moon has not yet risen at your location.
You can see the moon in the day if it's in a specific phase and position in relation to the sun. During a full moon, it's visible both day and night. When the moon is a crescent or in a different phase, it may not be visible at night due to its position relative to the Earth and the sun.
This phrase means that on a clear night when you can see the moon very clearly in fall, winter, or spring that frost is likely to occur.
what determines the portion of the moon that you see at night
A light bulb...LOL jk you cant afford a light bulb so nothing shines in your lamp.
