The effect of an extra day of a leap year only happens after the 29th of February. Dates in a leap year up to then are one day ahead of the previous year. Dates in January and February in the year after a leap year will have jumped the second day. So the 6th of February fits into that category. You will find that in 2027 it was on a Saturday, so it only jumped one day in 2028, but jumps two days in 2029.
In a technical sense, 2011 does start the new decade. It works this way because in the Julian Calendar, there is no year zero. In our calendar, it goes from year 1 B.C. to year 1 A.D. There is no year in between. Therefore, if you count by tens starting from year one, each new decade ends with the number one. For example, 1+10=11. I would say summer classes are coming to an end, unless you are taking a late session course. Right now for Fall, many school begin their semester cycle. So I would say end of August is when most schools start up so aim for that.
