Insufficient desire.

Going to the Moon means spending the talents of a lot of smart people for many years. When the US government was afraid the Russians might gain the prestige of getting there first, it was willing to spend the money required to get all those smart people to work on getting to the Moon. Since then, it has not been considered important enough.
