Burning natural gas to heat the air in the balloon and dropping weights both make the balloon rise, letting hot air out (through vents near the top) makes the balloon sink. These maneuvers allow the pilot to find air masses that move in the desired direction. No horizontal control is available other than the movement of surrounding air.
They work sort of like natural air-filters. They draw in carbon dioxide and emit oxygen for us to breathe. Without them we would die.
It's like as we used to burn a piece of paper or cloth through the lens reflecting back the sunlight with very high intensity and in a focussed way. This is perhaps the source of innovation to which people have upgraded and boked it as an oppurtunity to make use of this natural resource.
