70 FPS is considered low for a bb gun, of course if you were shot with it it would still hurt.
unless you hav really crappy gun like something under 200 fps it shouldn't hurt. Anything 200- 290 fps wont hurt at all if you get shot from more than 20 feet. between 300 and 350 fps you will feel a sting, but there will probably not be a visible mark. Anything up from there will cause a more significant sting and cause small welts, which increase in size and pain as fps does.

All depends on 2 things: how much fps the airsoft gun has and how thick the armor is 200- fps wont feel like anything higher up 400-600 fps might feel like a bee sting or less depending on the thickness of the armor
With the draconian UK laws, any legal - non FAC - air rifle will not exceed 750 fps. With 11 ft/lbs and a pellet weight of 28g will give a velocity of around 420 fps. A FAC rifle with 40 ft/lbs and a pellet weight of 28g will give a velocity of around 800 fps. The .22 FAC Theoban MFR will produce 28 ft/lbs which equates to only 671 fps. So even if you have an FAC certificate, the chances of finding a rifle with at least 35 fps is slim, but not impossible.
