Over the course of a year, noontime shadows are longest on the winter solstice and shortest on the summer solstice. In the northern hemisphere, the winter solstice is on December 21; the summer solstice is on June 21. Switch these dates for the southern hemisphere, and these dates may vary a day either way depending on the cycle of leap years.
