I would say that Victini and Zekrom are the best pokemon from Gen 6. Kyurem is just so ugly and I dont like Reshiram. The starters are also unbearably ugly. I choose to go through raising a Growlithe and a Phione, water and fire. Personally I think that the small legendarys are the best. Mew, Celebi, Manaphy, Jirachi, Phione, Shaymin, and Victini.

The only way to get Victini in X/Y version would be either through trading or via Pokémon Bank (Black/White versions) after obtaining Victini either at Liberty Garden, or from a distribution from the movie in which Victini starred when it aired in Japan. At the time of answering, there is no event or distribution in X/Y that grants you a Victini, nor is it known if there will be such a distribution in this generation.

The same way you would level up any other Pokemon - put it into battle with other Pokemon, or use Rare Candies on it.
What is the Arceus movie about?
The movie is about Arceus holding a grudge against humans because 100 years ago Arceus saved the world from meteors and almost died doing so, because he lost his life plates (which keep him alive). Then a man named Damos returned them to their rightful owner. The town (Michina) where Damos lived was just a wasteland, so Arceus was overcome with pity and turned 5 of his life plates into the jewel of life. (Hence the name of the movie.) Arceus returned later during a solar eclipse to retrieve the jewel of life, but instead of returning the jewel of life Damos attacked Arceus. Arceus destroyed the shrine in which every one was in and returned to his dimension and began a long slumber to heal his injuries. When Arceus awoke he returned to Michina (where Ash, Dawn, and Brock happened to be) and started to destroy it. But Palkia, Dialga, and Giratina came to protect the kids. And a battle started between Arceus and the three. Dialga was knocked out of the battle and sent the kids to the past to change it so Arceus would not hold a grudge. You'll have to watch the movie to see how it ends and watch the parts I did not mention above. Hope I helped!

I would say victini. Only because it walk with it in heart gold, it looks soo cute!!! And you would be lucky to have a limited time offer pokemon!!
