The general manager of a band oversees everything, can book shows, takes care of finances, among other activities. The manager usually stays in the office or goes to meetings. (If it is a bigger band, there are probably different categories of this, but I'm speaking from a smaller band's perspective). The tour manager goes on tour with the band and helps to make sure everything is going smoothly at shows.
