It depends on the size of the app you are downloading. Let's say that the average app is around 5 megabytes in size, and you have the minimum iPod Touch capacity, which is 8 gigabytes. 5 times 163 is 815 megabytes, which isn't even a gigabyte. Also, jailbreaking an iPod does not increase the storage capacity of the unit.
In short, yes, it is possible for an iPod touch to hold more than 163 apps without jailbreaking (this is assuming all of the aspects in the above paragraph. Remember, all apps are different and have different sizes).

because there are a lot more ipod touch apps than the regular ipod games and apple doesnt make all the apps but they have to put more effort into the ipod games than the ipod touch/iphone apps.
