no you cant but there is other programs that can. unfortunately, all the one that i know are not freeware

Im not sure if its different on any other versions of windows, but on windows 7 you save the movie for the computer. Then windows dvd maker recognises the file type. You are then able to add a menu to the movie. Hope this helps :) ♥

For example, Windows DVD Maker (Vista), Wondershare Movie Story (XP and Vista) and more. The former is superb easy to use, but with limited menu templates, while the latter supports more video formats and allows you to customize your DVD menu.

You have to use windows movie maker and windows DVD maker. Both comes with WIndows.
The DVD option is under Save Movie in Windows Live Movie Maker. Click on the down arrow (beside the Home button) in the top left corner of the menu ribbon. Cursor down to Save Movie and click on it. You will see Burn a DVD option in there.
