You have to jailbreak your iPod touch. I would highly recommend searching on YouTube on how to do it as it is getting harder to do. If you are firmware '4.1' or lower then, on your ipod touch, go into Cydia, and in the address bar, type 'jailbreakme.com' then slide the bar and your done. If you are higher than 4.1 you have to use your computer. Your can check yOur firmware by going into 'settings' 'about' it will be there.
to download and use apps from apple you have to upgrade your firmware to 2.0 or later

No. Ipod touch is only an ipod touch, you cannot use it as mobile phone. Iphone is better
It depends on the firmware the iPod is running on. Usually you will need to download a program, but if the firmware is old, you may be able to use jailbreakme.com

...... your ipod touch is a mediaplayer.... not a phone. You can however use some limited functioning VoiP, but its usless if it only goes one way. And custom firmware is needed. use google its your best friend on the net.......
Currently, the iPod Touch 3rd generation cannot be jailbroken because it has a built-in firewall of sorts, a measure taken by Apple to prevent the iPod Touch from being jailbroken. There is a jailbreak software currently being beta-tested, but is not ready for public use.
it is a rather complicated way of customizing the iPod apple OS you can also use it to downgrade iPod firmware amongst over things
