In general a Blu Ray player, whether for your TV or on a computer should not any software to work. Perhaps if you added the DVD player as a drive to your laptop you may need a driver, but generally these should self-install.

DVD players cannot play Bluray discs. The lasers and the data storage are different so no data can be read from a Bluray disc in a DVD drive. A region 1 DVD is intended to be used in North America. Any BluRay player purchased in North America should play the disc. Bluray players from other regions such as Europe will be expecting to play discs marked with a different region code so are unlikely to pay a region 1 DVD.
