DVD or DVR? The two are different in some ways. To watch a cctv footage on a DVD you have to have CD/USB record of the footage which you have burned in either a laptop or a desktop computer. On the other hand, a DVR lets you record and watch a cctv footage directly without having to convert any files. The benefit of DVRs is that it lets you store large files, for example 1week of surveillance footage, without having to delete previous footage. There are also DVRs such as the Everfocus ECOR 264-4d2 from USAsecuritysytems.com that allows you to record and play 4 cameras at the same time.

As long as everbodies files start at the same point in time relative to the start of the song, you should have no problem syncing things up.

CD-R means you can only write/record files to a CD/DVD one time. CD-RW means you can write/record files to a CD/DVD and then re-write new files or delete old files from the said CD-RW. CD-RW hold less than CD-R's and they tend to get buggy the more times you add/edit/delete/re-write over them. Also if you are lets say burning music to a CD to play in your car or something some CD-RW's are not really compatible with standard car stereos.
