Depends on the system but the most common cable box 'controller' is a Motorola DAC. The controller takes commands from the billing system and relays the information to the box. For instance if you call and ask to add HBO the customer service rep will add the service to your account and billing sends the message to the controller which in turn sends a command to the box the turn on that service. In addition to that the controller does 'polling' looking for PPV purchases which it retrieves and sends to billing. The controller also sends refresh hits to boxes on a fairly regular basis to make sure the services on the box are what is showing in billing. Yes you can unplug the box and you would never be charged for the ppv movies you ordered if they cannot be retrieved however the boxes have limits on the number of events it can store and until those purchases are removed from the box you cannot order additional movies or events so a few movies is hardly worth it. The controller also reports boxes that fail to respond to it. New technology for theft is being rolled out as I write this. Theft is not a good idea and you will get caught.
