The conductor is responsible to set the tempo, but the band has to take the responsibility to maintain the tempo. The percussion makes for a good metronome because of the monotonous, clear nature of the sounds produced. For example if the Tubas slow down, so does the band, if the Tubas speed up, so does the band. But one would think that as in an orchestra, where the concert master or lead first violin assists the conductor in setting the tempo, so it would also be with the concert band, where the first or lead clarinet performs exactly the same function.

Keeping time isn't easy, but they are ways to practice. Metronome, always always always try to use a metronome when you practice, play a beat for several minutes at a set tempo, and practice that same beat at a different tempo, this will make you more versatile. Playing with a band, often if you play with a band it won't even be your fault that the band is losing time, but you will oh so surely be blamed for it, so just make everyone aware that its everybody's job to keep time as well. However, use this as a learning experience, and notice the times in the songs that you play where you slow down, try to correct it. Record yourself: This helps you see how you actually play and you will be able to pick out where you slow down and why.
