You should start by checking the following:

Is the charger for the mp3 broken?

Is the plug for the charger broken?

Is the cord from the charger being inserted into the right hole in the mp3?

Is the fuse still operational in the charger?

1) If the answer for all the above is 'yes' its a problem with the mp3. You can send it back to the manufacturer for a repairs or alternatively to any other mp3 repairing service. Or if you're a tech whiz you can take it apart and see if there are any problems in the pcb which you can fix.

2) The same applies to if the chargers broken

Overall: just try to figure out which one is broken, and there's really nothing you can do about it not charging instead of fixing it.
