It depends on what iPod gen. you have.
For ipod touch generation 1, 2, and 3, you can't put a background unless you jailbreak your device and get the right app from Cydia.
For ipod touch generation 4, select the picture you want and set for your homescreen or wallpaper. As far as I know you don't need to jailbreak Itouch 4 to set a background.

Add a background image to the iPod Touch via the Photos tab while the iPod is connected to iTunes. You can then select the image in the iPod's settings and set as wallpaper. (See links below)

There was an update for the ipod touch about 7 months ago and it allowed you to change the background on your ipod and you can also change the lock screen

If it is the latest ipod touch, then you can set up a tracker if you lose it, but I am unsure how.
If you have an iPod Touch 2G, then you can't unless you jailbreak it. You won't be able to multitask either. Apple decided to disable some of the features for the older ipods for god only knows why. But if you have the newest ipod touch, just go to your photos and hit "set as wallpaper" like normal but then it will ask you to "Set as Lockscreen", "Set as Homescreen", or "Set as both".

You need to jailbreak your iPod Touch to change the background behind the apps on your iPod Touch. You can only jailbreak your ipod with windows.. not mac .then download Cydia and Winterboard , you need BOTH.It's kinda hard to figure it out at first but then you get used to it ...
it seems as tho only 3g ipod touch/ iphone 3gs only gets wallpapers. when you updated there should of been a default backgroud. other than that go to settings>wallpaper>set wallpaper and you will have the option to set home screen, lockscreen, or both
